Economists and tax specialists view tax in different ways. Economists are concerned with the overall effect of taxation on the economy whereas tax specialists are involved with the detail of the law. However both views interact in the realm of politics.
 
One particular politician the Chancellor of the Exchequer presents his economic case for taxation in the Pre-Budget Report and his team will already be planning his November Speech. This is one of the times where the two views have to fit together. As a result this report will also be accompanied by the release of draft legislation and press releases and then next March the bandwagon...
