At the end of last year EU finance ministers failed to adopt the EU Savings Directive and further discussion has been postponed yet again missing the target date for adoption of 31 December 2002.
 
For UK financial institutions however reporting obligations under the Directive are already in place. Furthermore the Inland Revenue is well down the line as regards planning its approach to auditing compliance. How is this so?
