Once upon a time tax information was on paper or by word of mouth; case reports arrived weeks months even after the judgment was delivered legislation was published by the Government. The Budget was revealed in the press by journalists who had been in the House until the Revenue began to issue press releases which were then collected by hand usually by juniors who had shivered in a queue at Somerset House to be brought back to the office to be poured over.
