The Petroleum (Transfer of Functions) Regulations, SI 2016/898, transfer oil and gas licensing and certain taxation functions from the secretary of state for energy and climate change to the new Oil and Gas Authority and provide for the transitional period until responsibility for onshore oil and gas licensing in Scotland is transferred to Scottish ministers. The regulations have effect from 1 October 2016 (for Parts 1, 2 and 4) and from the date of commencement of Scotland Act 2016, s 48 (for Part 3).
